Dr. Huy Quang Le (Henry)

Dr. Huy Quang Le — known as Henry — has built his career across Vietnam, the United Kingdom, and Japan. He left Vietnam at seventeen to study in the UK, then read Chemical Engineering at Imperial College London, earning his Master of Engineering (MEng). He went on to receive a Japanese Government (MEXT) scholarship for doctoral research at the Tokyo Institute of Technology — renamed the Institute of Science Tokyo in October 2024 — completing his PhD in 2019 with a thesis on wastewater treatment. In all, he spent more than a decade living, studying, and working abroad before returning to Vietnam.
His professional experience spans both energy and specialty chemicals. He trained as a process engineer at Binh Son Refining and Petrochemical (BSR) — a subsidiary of PetroVietnam operating the Dung Quat refinery — in 2013, and interned again as a process engineer with Idemitsu in 2017. He then worked at BASF Japan as a Project Engineer and LEAN Consultant from 2019 to 2021, and at Sika Vietnam as Country Key Project Manager from 2021 to 2023.
In January 2024, Henry took over leadership of VietBase as CEO. Established by his family in 2004, VietBase is a Hanoi-based construction-chemicals and waterproofing company that has grown from a contractor into a manufacturer under its own VIBA brand, with a new production facility commissioned in 2026. It serves leading developers, infrastructure projects, and industrial manufacturers across Vietnam — from metros, expressways, airports, and bridges to automotive and electronics factories.
Henry also serves as a technical advisor to Petrolimex, Vietnam’s national fuel group, on the country’s first HEFA-based sustainable aviation fuel (SAF) plant — a joint venture with Keppel of Singapore. Working at the technical–commercial interface among the joint-venture partners, technology licensors, and government ministries, he contributes to technology evaluation, site selection, and stakeholder engagement.
A permanent resident of Japan, Henry combines deep engineering expertise, hands-on manufacturing and project experience, and an established network across Vietnam’s construction, industrial, and government sectors — the foundation on which VIJ bridges Japanese and Vietnamese business.
Dr. レ カン フィー（ヘンリー）

フイ・クアン・レー（通称ヘンリー）は、ベトナム・英国・日本の三か国にまたがるキャリアを築いてきました。17歳でベトナムを離れて英国へ渡り、インペリアル・カレッジ・ロンドンで化学工学を学び、工学修士号（MEng）を取得しました。その後、日本政府（文部科学省）の国費奨学金を得て、東京工業大学（2024年10月より東京科学大学に名称変更）の博士課程に進み、排水処理を主題とする研究により2019年に博士号を取得しました。通算で10年以上を海外での学び・就労に費やした後、ベトナムへ帰国しています。
その職歴は、エネルギーと化学品の双方に及びます。2013年にはペトロベトナム傘下のビンソン製油・石油化学（BSR／ズンクアット製油所）でプロセスエンジニアとして実務に携わり、2017年には出光興産でプロセスエンジニアのインターンを経験しました。さらに2019年から2021年までBASFジャパンにてプロジェクトエンジニア兼リーン生産コンサルタントを、2021年から2023年まではシーカ・ベトナム（Sika Vietnam）にてカントリー・キープロジェクトマネージャーを務めました。
2024年1月、ヘンリーはVietBaseの最高経営責任者（CEO）に就任しました。VietBaseは2004年に同氏の一族が設立した、ハノイを拠点とする建設化学品・防水材の企業であり、施工請負から、自社ブランド「VIBA」を擁するメーカーへと発展を遂げ、2026年には新たな製造拠点を稼働させました。地下鉄・高速道路・空港・橋梁といったインフラから、自動車・電子部品の工場に至るまで、ベトナム全土の主要なデベロッパー・インフラ案件・産業メーカーに製品を供給しています。
またヘンリーは、ベトナムの国営燃料グループであるペトロリメックスの技術アドバイザーとして、同国初のHEFA方式による持続可能な航空燃料（SAF）プラント計画に携わっています。これはシンガポールのケッペルとの合弁事業であり、合弁パートナー・技術ライセンサー・政府省庁の間の技術と事業の接点に立ち、技術評価・立地選定・関係者調整に貢献しています。
日本の永住権を保有するヘンリーは、確かな技術的知見、実践的な製造・プロジェクト経験、そしてベトナムの建設・産業・行政の各分野に築いたネットワークを併せ持ち、これらがVIJによる日越ビジネスの橋渡しの基盤となっています。
Mr. Ken Ozeki
Representative Director, Viet International Japan (VIJ)
Mr. Ken Ozeki brings to VIJ nearly four decades of distinguished service within one of Japan’s foremost general trading houses, together with a deep and enduring connection to Vietnam. A graduate of the Faculty of Economics at Keio University, he joined Mitsui & Co., Ltd. in 1973 and devoted the greater part of his career to the synthetic resins and advanced materials businesses, serving in France, Casablanca, and New York, where his appointments included Mitsui & Co. (U.S.A.), Inc. and Mitsui Plastics, Inc. He subsequently held the office of President of Mitsui Leather Sales Co., Ltd., and thereafter served as General Manager of Mitsui’s Synthetic Resins Division and of its Advanced Materials Business Division. In 2004 he was appointed Chief Representative of Mitsui & Co. in Vietnam, and later, as a corporate officer of the group, President of Mitsui Vietnam Co., Ltd. He is a Certified Public Accountant licensed in the State of Washington, and a graduate of the Advanced Management Program at Harvard Business School.
Following his tenure at Mitsui, Mr. Ozeki served as Director and General Manager of Corporate Planning at Toagosei Co., Ltd., a leading Japanese specialty chemicals manufacturer, and subsequently as an Outside Director of Wavelock Holdings Co., Ltd. His command of the chemicals and materials industries, his experience at the highest levels of corporate governance, and his first-hand understanding of the Vietnamese market together form the foundation of VIJ’s advisory work.
小関 健 様（おぜき けん）

小関健氏は、日本を代表する総合商社における約40年にわたるご経歴と、ベトナムとの長年にわたる深いご縁を、VIJにもたらしてくださっております。慶應義塾大学経済学部をご卒業後、1973年に三井物産株式会社へ入社され、合成樹脂ならびに先端材料の分野において長きにわたりご活躍されました。フランス、カサブランカ、ニューヨークに駐在され、Mitsui & Co. (U.S.A.), Inc. および Mitsui Plastics, Inc. にも在籍されております。
その後、三井物産レザー販売株式会社代表取締役社長をお務めになり、三井物産におかれては合成樹脂第一部長ならびに先端材料事業部長を歴任されました。2004年には三井物産駐ベトナム総代表にご就任、さらに理事としてベトナム三井物産有限会社社長をお務めになりました。米国ワシントン州公認会計士の資格をお持ちであり、ハーバード・ビジネス・スクールのAdvanced Management Program（AMP）を修了されております。
三井物産をご退任後は、日本を代表する化学メーカーである東亞合成株式会社にて取締役・経営企画部長を、続いてウェーブロックホールディングス株式会社の社外取締役をお務めになりました。化学・材料分野における深いご知見、企業統治における豊富なご経験、そしてベトナム市場に対する実地のご理解は、VIJのアドバイザリー業務の礎となっております。
Assoc. Prof. Dr. Ngô Minh Thủy
Director, CLEF Institute · Senior Advisor — Higher Education, Research & Linguistics
Associate Professor Dr. Ngô Minh Thủy is one of Vietnam’s foremost authorities on Japanese-language education, with more than three decades bridging the academic and cultural worlds of Vietnam and Japan. She currently serves as Director of the CLEF Institute (the Interdisciplinary Institute for Culture, Language and Education Fostering), which she has led since 2020.
She spent most of her career at the University of Languages and International Studies, Vietnam National University, Hanoi (ULIS-VNU), where she rose from lecturer to Dean of the Faculty of Japanese Language and Culture and ultimately Vice Principal (2015–2020). From 2010 to 2014 she served as Co-Director of the VNU–Kyoto University Cooperation Office, one of only eight overseas liaison offices of Japan’s Ministry of Education. She was named Associate Professor in 2012, holds a PhD in linguistics, and pursued graduate studies in Japan at Tokyo University of Foreign Studies and the University of Tsukuba.
Dr. Thủy is the principal architect of Japanese-language education in Vietnam’s school system. As editor-in-chief and co-author, she has produced the national Japanese-language textbook sets — student books, teacher’s guides, and workbooks — appraised and adopted by Vietnam’s Ministry of Education and Training, with nearly fifty titles published in Vietnam and Japan. Her scholarship spans Japanese linguistics, comparative Japanese–Vietnamese language studies, and Japanese literature.
For these contributions she received the Foreign Minister’s Commendation from the Ministry of Foreign Affairs of Japan in 2019. She is President of the Vietnam Association of Japan Alumni (VAJA), a director of ASJA International and council member of ASCOJA, and holds a leadership role in the Vietnam–Japan Friendship Association — positions through which she has long connected Vietnamese and Japanese institutions in education, culture, and people-to-people exchange.
ゴ・ミン・トゥイ 准教授・博士（PGS.TS. Ngô Minh Thủy）
CLEF研究所 院長 ・ 上級アドバイザー（高等教育・研究／言語学）
ゴ・ミン・トゥイ准教授（博士）は、ベトナムにおける日本語教育の第一人者の一人であり、30年以上にわたりベトナムと日本の学術・文化の架け橋となってきました。現在は、2020年より院長を務めるCLEF研究所（文化・言語・教育発展研究院／Interdisciplinary Institute for Culture, Language and Education Fostering）を率いています。
そのキャリアの大半を、ハノイ国家大学・外国語大学（ULIS-VNU）にて歩み、講師から日本言語文化学部の学部長、そして副学長（2015〜2020年）へと昇進しました。2010年から2014年にかけては、日本の文部科学省が海外に置く8つの拠点の一つである「ハノイ国家大学・京都大学協力事務所」の共同所長を務めました。2012年に准教授となり、言語学の博士号を有するほか、東京外国語大学および筑波大学にて大学院での研鑽を積んでいます。
トゥイ博士は、ベトナムの学校教育における日本語教育の主たる設計者です。編集主幹（チーフエディター）兼共著者として、ベトナム教育訓練省の審査・採用を経た日本語教科書群（生徒用教科書・教師用指導書・問題集）を手がけ、ベトナムおよび日本で50点近くを刊行してきました。その研究は、日本語学、日越対照言語研究、日本文学にわたります。
これらの功績により、2019年に日本国外務省より外務大臣表彰を受けました。ベトナム日本留学生同窓会（VAJA）会長、ASJAインターナショナル理事兼ASCOJA（東南アジア日本留学生同窓会連合会）理事、そしてベトナム・日本友好協会の要職を務め、これらの立場を通じて、教育・文化・人的交流の各分野で長年にわたりベトナムと日本の機関を結びつけてきました。
